Developing site navigation for search engines

My web site has the same navigation on each page (around 20 pages) this is a simple CSS menu down the left hand side and a top menu which duplicates the most popular links. I have several external links.

My question is how do I design my navigation to stop Google robots from arriving and then leaving via an external link or by simply heading back to the home page without visting all my pages.

Google hasn't index all my pages (around 5) why is this and how can I improve it?

Forgive me if this is in the wrong forum, I couldn't decide where to post.

Maybe put text navigation links along the bottom of the page.

CSS is basically text. It is nothing more than CSS formatted text links.
