It's to be a simple site, maybe 10 pages, with articles, photos, and visitor commenting.
The site will have a custom layout, done with CSS.
Part of what I'm wondering is: does it take longer to develop a site in TextPattern than it would in HTML? (I'm assuming that the developer knows TextPattern fairly well.)
If that's too generic, please tell me what more you'd need to know.
OK. A GOOD designer in whatever format can give you a "conceptual" design the same day or the next .... depends on what the client requests ........ What happens after that depends on the client poviding the "text" and "goodies" (photos, logos,etc.) to fill in the design.
If the client is on time with all relative elements ... ONLINE in no more than 3 days if you hit the designer when he / she's not busy ... apart from that the time should be stipulated in your contract. I use 10 days by default for normal sites ... anything else is case by case; depends on the complexity of filling in the blanks and extras. Enjoy!
