securing PII kept on the server -chmod?

I have an archive of flatfiles containing personal information (name, address, email, phone -NO credit cards) kept on the server. Hotbot got into them a few years ago, but no one since. I believe I did a chmod on the files only to prevent anyone from reading them, but it's been awhile and there are new files to protect. Does chmod provide adequate protection? If so, what code would be best?

If you set it group and public were both set down to 0 (X00) you should have been ok. But it is easy enough to password protect or just move them out of the path
of the server.
