I want to create a not for profit database driven site where ppl can enter items names, store, location of store, and price. I live in Trinidad and Tobago where price gouging is rampant. ITs something we decided to do to help consumers. No special password should be required for editin the database. The public could just come in and post prices.
It must be searchable at least by item initially. Later I'll decise on other searches. I want to complete this site pretty quickly and it must be free. I need a host and either a ready built cgi app or database driven module on a cms.

Anybody have a suggestion of the best way to go about this.

Have you looked into Wiki software? The opensourceCMS site has several packages you can try out to see if they meet your needs.
