I'm guessing it's probably a spider of some sort trying to build a directory of WAP capable sites. Did it request a non-existent /wap/ directory from your site too?
You'd have to write the pages in WML... it's a super stripped-down markup language. I looked up some info on it a while ago, and decided that not too many people would be buying solar panels in Alaska over their cellphones, so I didn't look into it much further.
And I think your web server needs to be WAP enabled, so that WAP devices are correctly identified and sent to the correct location, but I could be wrong about that part.
