Rather than recomending any single solution to you, I would suggest you do a search for "web based e-mail" "e-mail marketing," "email campaign software," "mailing list software," and similar terms.
Some potential solutions I would recommend checking would be Vertical Response, JangoMail, Internet Mail Manager, COnstant Contact, and BCentral.
You said "reasonable price," so I would stay away from Lyris, Campaign Enterprise, and E-Mail Labs, all of which offer full featured products with pricing to match.
Your web host may provide you with basic list management software such as Mailman or Mojo Mail- many do. If so, you may find all the functionality you need there.

... but Lyris is really good to use, and there's no need to own a copy. Lots of people resell hosted Lyris service. I've used a list hosting company called NetAtlantic for a year or so, USD 15/mo, very satisfied. (No connection except as a customer, and there are lots of Lyris hosting sellers.)
For a small list (1K) I run an inexpensive script called PostOffice Pro. It works fine, but from what I can tell it is no longer supported by the author. I'm sure there are other cheap/free scripts out there.
The advantage of a powerful package is bounce handling. With the rate that e-mail addresses change these days, if your list is more than a thousand or two, you definitely want to automate that process using parameters you set.
