visual interdev error

I am trying to open new web project in visual interdev
but i getting the following error message :

Server error: cannot open file "E:\www\isrintranet2\services.cnf.lck" for writing

can you help?

Have you checked the file permissions? It could have been marked Read-Only by mistake. This happens to me ocassionally.

I forgot to mention that but yes i checked it
and also the permmisions
