I've seen a number of websites such as the Yahoo Yellow Pages that tell you the distance a listing is from your zip code. I've even seen some small sites that have this tool. What sort of software is running on the server?

I can't image this software coming cheap. I imagine there is some kind of database backbone to it. Try looking at the sites that use it to see where they got the technology from.
