NOt sure where to ask this, but is it safe to write with a felt marker on the shiny top side of a DVD-R that has no actual label?

anything that doesn't scratch or penetrate the coating should be fine. I use sharpies all the time on my recordables. From my experience with 1000s of disks, there's no reason to spend extra money on "CD" markers, any permanent marker works.
