Ive emailed adobe but it seems to take 10 days to get any response.

You can't prevent people from downloading/having a local copy of the file since every file you look at on the web is downloaded locally to your computer. The security settings are only to prevent people from copying text etc. from the file.
If anyone is determined enough they will be able to do as they please with your pdf anyway. I'm afraid that you just have to live with the security settings as they are. From what I've seen, even protected files leave a 'copy entire file to clipboard' option in the menu (at least they do in Acrobat 4) and so even the anti-copying is not that secure.
The best way of looking at it is as if your file was a real world document. If they wanted to, people could copy your file and distribute it as much as they liked. Copyright laws protect your work from unauthorised use, not clever technical security measures ;)
