In russia :) I hear there is a catalog like the russian bride catalogs that are of just programmers that outsource work or will take your hand in marrage ;).

byepolar I project manage a group of talented programmers, on selected US and UK projects, who live in Kiev in the Ukraine. The team leaders have all served in the Russian army and received the best training possible. I would back these guys against any team in the world as far as quality of code and hitting deadlines is concerned. I built up a relationship with them over the years and although I have never met them we trust each other completely now. I can tell you though that for every one group like mine there are a thousand groups ready to rip you off so be careful.
