This site will have all the catagories as a regular newspaper classified ads.
Because I will cater only to my local area, people will be able to view items in person if they choose (something a national site can't offer)
The fees for placing an ad that will run for 30 day or to it's sold will cost only $7-10
Will this idea fly with proper promotion?
My very first reaction to your idea is: the cost to build such a system is so low now that if you thing you have a large enough population in your area to float the system then go for it. The whole thing can be automated and if you even only have 20 ads a month you'll probably turn a profit. That's the easy cheap part.
The harder potentially expensive part is the launch and promotion of your site. You'd have to do spent some money on traditional advertising to get the name out there imho.

At $10 a throw, you are going to have to get a lot of adverts to make it pay (and at $10 a throw, a large percentage will be taken in admin costs unless you have the software to automate the whole thing, software which is in itself expensive)
Basically you need a full business plan based on costs to set up, run and promote, along with projected income.
If that looks realistic then go with it - as long as you can afford to take the losses if it fails!
