using a cool trick on images

When images have finished loading on the bbc news site, I see a kind of white line move from the top of the image to the bottom. It looks like a kind of scan/monitor refresh kind of thing.

Anyone know how they do this? I can't see anything in the code of the pages/css.

This brings me back to my original question as to how they do it. If I save the image locally there is no effect, so it must be done by the server. BBC run Apache I think, so maybe they have some image processing thingy?

I think by now I agree with Dazz - i've spent far too long thinking about small horizontal white lines that go down the little pictures.......but only I can see them hahahaha

Maybe I need that straight jacket after all?
