As I've said before...UCE/SPAM is the scourge of the Internet and I am pleased that folks in power are taking appropriate measure to stem that flow, which is great! :)
However, in my minds eye the one who 'buys-into' the UCE/SPAM by making purchases, etc., is the real culprit and the one who most needs educated. Personally, I would no more purchase something from a piece of UCE/SPAM than I would shoot myself twice in the heart.
I especially can relate to that estimation number of 2,200 yearly UCE/SPAMs in everyones mailbox as I dump roughly 30 a day between all my accounts.
The drudgery in the past has been to open all the headers and send them on to SpamCop.net for action. That is all in the past. Today, I run a rudimentary honey-pot and I track down and report - directly to the ISP - the offender who dares to run formmail queries thru my server. I prefer this approach hands down because it nabs both the offender collecting sites with corrupt scripts and closes them down forcing them to switch ISPs....all in one svelt swoop.
As an aside to those two is the potential for closing down UCE/SPAMers using Open Proxy Servers... [webmasterworld.com].
Finally, for those who might say, or wonder "UCE/SPAMers have to feed their children too" - I say: retrain. Hundreds of thousands of American Steel Workers did it back in the '70s and if they could do it...anyone can.

This board has kindly introduced me to Mailwasher and the concept of 'permission based email receipt'.
Now, I only receive email buy permission, and I find that the vast majority of my clients respect this approach. If I could figure out how to bounce back a message for those (messages) received without my proper 'receipt permission' stating:
"This mail box accepts mail by permission only. Please call Jon King at 888-888-8888 so you may be added to my receive list."
It would be even better...
