See how more links open up when a link is scrolled over. Is this hard to do? I don't know the script for that. I'm also not a designer. How much does it cost to do that? Are there any very good designers that are cheap that anyone recommends for this task?
I was also thinking of creating a site map (is this a good idea?) Would it help users navigate the site?

The menu you are talking about is probably created by css, or JS. Actually there are tons of dynamic menu scripts out there. I'd suggest doing some searches in a search engine. You might add free tot the search.
Mayn huge sites are using those. I'm not a fan. Looks professionally, but is not good for SEO purposes.
Generally the problem of guiding the user through the site should be well possible without dynamic menues. It's basically a question of site structure.
As to sitemaps: I don't really find them a useful feature for users. The user who looks through a sitemap must be either very determined or desperate and lost on the site.
What I find to work much better is a site search facility.
A site map way well be helpful for your visitors and the search engines as I understand it. At any rate it probably would not hurt to have one.
A well thought out site plan may be more important. Along with that you need a clearly defined link path for visitors to follow.
15 links at the top of your page may simply be too confusing. Can you group them into categories and send the vistor to category page where they would chose the next step?
As you can see, it's getting kind of messy. Even worse, some of the links within (under) the main links, I'd like to have as main links themselves! This is because, while they may be related to the main link, some people may not find them if they don't click that main link. And, they are so distinct/cool, I want to make sure people see it. For example, "Personal" under "my keyword Information:
Yet another problem, "Up and Coming" and "Controversies" (see bottom 2 cells of table on home page) I need to move to the main link bar, but no one would know what I was talking about. A link that says "Controversies" doesn't itself elaborate on what controversies.
