Help - Need ideas to generate userbase

Hi I've been developing a community website. It's now functional and has many nice features. It's been running for about 6 months and I'm still desperate about attracting users to my site!

The site is mainly dedicated for people interested in Moroccan resources but still open for others. I also want to generate revenue from it as a next goal and don't know how to balance between both Community & Business.

What can be done to attract users? and if you have any ideas or propositions, I would be thankful!

Well, since I can't post my url, I'm gonna have to give an introduction about it's content and features.

The site is dedicated to Moroccan resources but also offers useful services that can be used by everyone. It is bilingual (English/French) and is divided into 5 portals. 3 of which are already functional.

Main Portal:

  • This one is mainly a collection of the best features of other sections (or portals).
  • It has a Local(Moroccan) News and international top stories.
  • a Poll section
  • a search section
  • 5 Latest Forum discussions
  • some useful tools: a language translator and a currency converter and international country codes

Directory:
  • contains links with their own description. These can be accessed from a list of categories, from 'latest submissions', from 'featured links' or from 'top rated' section.
  • Users can also submit new links or rate existing ones.

Travel:
  • contains a dynamic list of flat fares to Morocco and Africa. displayable in US Dollar,Euro or in local currency (with realtime rate conversion)
  • a reservation process. After which, customers are called back over the phone or sent an email back.

Forums:
  • A standard forums

Entertainment:
  • Under development

e-Shop:
  • Under development

Now, I marely get 20 visitors a day since last september

The site is well ranked in Google and Yahoo
ex: it shows first on both search engines when you enter "moroccan sites"

Now, I'm getting tired of adding cool features and wonder if it would be better to focus on existing features.

From the stats, it appears that visitors marely move to other sections!

I'm now wondering what would be the right move to attract people's interest? I need your ideas and suggestions please!
