We offer free web hosting to users with no banners or popups etc.
We rely on income from users hosting their domain names with us if they have them (cheap) but some are using forwarding to their accounts instead of hosting with us.
Is there any way to stop this?

You could also try the Website Technology Issues forum. It's also possible that you've stumped the panel, or that a better explanation of the problem is needed.
I certainly don't know the answer, and I'm not even sure I fully understand the question, but I'd suggest contacting the forwarding users' domain registrars, and telling them that those users are violating your terms of service.
If you haven't explicitly stated it, you should also change your terms of service to specify that the web-hosting is free if the user hosts their domain name with you, but not otherwise.

I will try to explain better if I can :)
if the requested URL is www.hisdomain.com
instead of going to www.hisdomain.com/user (as set up by the registrar, I assume in the A records)
redirect it at my end to www.mydomain.com or a 403 perhaps
I have tried to use .htaccess with REQUEST_URI and also adding it to my index.cgi which redirects hosted names to folders but with no luck.
Stumped I am :)
