Excessive keyword linking

Let's say that a widget directory website has, at the bottom of the main page, links for everything from "Alabama widget store" all the way through "Wisconsin widget store". Good practice? Bad practice? Does this fall under what google would call "Misleading or repeated words"?

I think that such a cluster of keyword-rich links at the bottom of a page would look unnatural. And as the SE abilities in the recognition of gray link building practices improve, you might get penalized.
My advice would be to look in the top 10-20 SERP pages - do they use this practice?

In the short term it will tend to increase your se rank. And if it is legitimate, ie. you aclualy have a widget store in every state in the US, and you have all your stores make their unique page with obvously ligitimate and usefull content, not coppied, you will probably keep that rank. If however it is junk, you will be penalized in se rank, and it will be hard to regain even what you had before.

My best advice is to be honest, and serve pages that the "people" looking at them will like and find usefull. If you optomise pages that follow those two rules, it will pay in the end.
