Wordpress "previous entries" not working. Problem with .htaccess file

I need help desperately with my blog running wordpress on my own server.

Bascially When you got a category and click on previous entries it goes to the second page of the index page but not te category page. here is an example

http://example.com/index.php/category/retro-art/

Now when you are on this page and you click on previous entries you should go to
http://example.com/index.php/category/retro-art/page/2

but instead it just goes to

http://example.com/index.php/page/2/

I have read in places that i need apache on my server for wordpress to write the correct rules to the .htaccess. My server runs on windows however with IIS. I do not want to switch server so is there another way to fix this problem?

Also I want to remove index.php from all links.

See ISAPI Rewrite. This is an add-on to IIS that may be available to you.
