Let's back up: How do you know that they're identifying you by your *IP* address?
Kaled's answer was pretty thorough, especially about cookies.

2.) On private sites, posting is a privilege (so is visiting, actually). So the best way to get back in the site's good graces is directly -- e-mail the moderator (or whomever), and ask them what you need to do to regain their trust, and access.
You'll save time asking, and avoid getting reported to your ISP for attempted interference.
(A typical ISP TOS point: "You may use the Services to link to other networks world-wide, provided that you comply, at all times, with any policies and/or terms and conditions imposed by the operators of such other networks.")
3.) Also, in my experience, it's the rare person who gets banned who hasn't been warned umpteen times beforehand. In case you missed any of those kinds of posted and/or e-mailed warnings, you might also review the site's Terms of Service (TOS) before touching base with them.
4.) Last but not least, there are literally thousands of pet forums out there, on sites and in newsgroups, moderated and unmoderated. You might be happier and get just as much info hanging out somewhere else.
I'm just assuming [they banned me by IP] as thats the only way I can think of how they can ban me, unless they just banned my name or email address, could they have done that?
(groan) Yes, banning by name or email address is only about a thousand times more likely. I can't believe you've been trying to register with the same name and email address and wondering why you can't back in.
