When is the right time to invite SE bots to come crawling?

So I have quite a few domains in full swing and I am starting another new one. Now it has been sometime since I started a new domain and I know there have been many algo changes since I last did one.

I have the domain registered and I am putting up the hated under construction page while I work on my skin and content. So my questions are:

When would it be a good time to start trying to get bots to come hit my domain? I was thinking I could set up my G sitemap and submit my URL to a couple of the big indexers. Should I wait until I have the skin and some content up? Or can I start trying to get the bots hitting me on a regular basis so that when I do get the content up they already have some knowlage of my domain?

I want to get the SEs to know about my domain so it becomes credible by the time I get my content up, but I don't want to end up with a penalty because I have a page with next to no content up for a couple months.

Pros / Cons of either direction would be SO welcome.

I'm an advocate of getting the SEs' attention as soon as possible. That way you're establishing a "history" -- the Google sandbox clock has been started. By the time you add more content, you'll be that much closer to being taken seriously by the SEs.

Of course some may say that a very incomplete site weighs against you in the SE algorithms, but is that really true? I don't think there is evidence for that.

I was thinking along the same lines. Just don't want G to continue thinking I am a 1 page site once I in full swing.

Hopefully the crappy content penalty will be less then the new domain one. Realistically it will be a minimum of 3 months before I have a skin and enough content to go live with.
