I have some basic questions related to SEO..

What should be the maximum charachters or words in a page title, meta keywords and meta description?

What should be the maximum length of URL?
(maximum words/charachters to be permitted in a URL)

I have a forum based site like webmasterworld, should i enable the entire thread title in URL or keep it like webmasterworld? (based on thread number or thread id)?

does having a thread title in url works best for seo? or the thread id/number?

What other meta tags should be allowed/made?

What should be the maximum no. of threads displayed per page and maximum no. of posts displayed per thread?

How many internal/external links should allowed from forumhomepage, forumdisplay and showthread pages?

Should we implement H1 tags for forum title and thread title display?

google display around 60 charaters in their SERP so keep it as close as possible to that if G is you target SE. I think Y! displays twice this number.

for the meta keywords and meta descr - their is no characters limit but it's usually said that it should be between 8-20 words for the meta keywords and 12-25 for the meta descrip (but no-one knows exactly)

keep it as low as possible for your domain name (for people it's easier to remember) and try not to make your urls not look too spammy - ie you can put keywrods in it but don't over do it.

in WebmasterWorld this is an individual setting ie you won't have the same number as I.

yes
