building a mailing list

I am a new bie , running a site . I am planning build a mailing list to send weekly newsletter.

I need some experts guianance from you, all experts here.
How to start?
What to do?
What the tools to take?

1). Just provide a space on your website where users can sign-up for your newsletter.

2). After that, either write the scripts or find the scripts that will loop through the database of email addresses. This will send your newsletter to each email address.

3). I would suggest using a "double opt-in" feature where each person who signs up, must verify their email address before inclusion in the database.

Why to build your own if you can download free one or just buy existing (plus you will get a support).
