What I want may not be simple, but surely there are places which offer it:

PHP/MySQL
Doesn't limit my coding too much, allows fopen, fsocket, etc.
50GB+ Bandwith
50GB+ HD Space
Dedicated IP
99.9% uptime
Shared Hosting
What seems to take the most out of me, is that many web hosts do not place what they allow/disallow on their sites.
Before, I signed up with <snip>, which seemed like a great fit. It had the PHP, MySQL, 99.9% uptime, shared hosting, great bandwith and space, etc. However, once I signed up, I quickly learned that much of the PHP is limited as well as .htaccess... How could they not tell me before that I could not use such things? I went back through the FAQ and other help sections, it said NOTHING about this. I even emailed the tech support about the issue and got several different answers on the issue. One stated that it could be done, however upon replying the next techie said it was not doable and he/she was not able to answer me farther. I was very surprised... what kind of tech support doesn't want to answer their customers questions?
So now I'm back at step one. Finding a web host which gives me what I want. Can it be done?

I too recommend you do a search for webhosting and visit some forums on the subject where you can get first hand accounts of how good each hosting provider is.

They are usually the worst customer service / products in the world. These companies push for the sale and then once it's made they back down and disappear.
I have one of the most reliable, customer service friendly, and oldest (10 years old) web hosting companies in the world that I use. I highly recommend them, you can PM me for their name if you like.
(I don't work there, just host my site with them).
I actually like <snip>, have my own ip, the up time is excellent, and the price is right. I've never had problems coding htaccess, it works. there are limitations of course, but you learn to stay within them or use another method to do what you want.

I'll look into the virtual hosting, seems good, but don't know if it's worth spending the extra money (I'm a cheap guy...). But it may just be what I need, especially since I have more than one site and am wanting to put up another sometime soon or even host my gfs site there as well if I do get it.
The downfall for me about virtual hosting is that I'm not too experienced in the server department. How much work will I really have to do? Will I have to enable the modules I want and that sort of thing or is it more or less complicated than that?
As for the reason I wish to have shared hosting - It's generally cheaper and not as much work to do (or to my knowledge at least). The other site which I have and my gfs future one don't need as much taking care of. So putting them on a virtual host wouldn't help them too much (or could it?), it would be cheaper with shared, along with the fact as she probably won't start hers for another year, even though she talks about it everyday...
