I was thinking about adding some content from folks like <snip>(content aggregators) to my site for seo purposes. It seems like it would just be seen as duplicate content unless we re-write it. If so, there is no value in buying the content except for better user experience (maybe). My question is: is there any reason to re-purpose content for seo if it is not re-written? Thanks

If they're just pulling news feeds and showing them on your site there is probably minimal SEO benefit unless it's re-written. Also you can get that content for free from RSS feeds so if you're going to pay for something it might as well be original content.
