Do Search Engines Display Different Tags On Purpose?

Wondering if search engines purposely tend to rank homepage Title Tags using different titles to offer its search users a variety of choices?

I have been noticing lately that if you type in a specific popular keyword or keyword pharase the titles you get on many of these search engines display a variety of results/titles that all are different varing a bit here and there.

We all know that a highly competitive keyword with millions of results must have hundreds of titles that are idential, but the top 10 are all different and vary a bit with no two being exactly the same.

Can this be an advantage in breaking the code and getting into the top 10?

Has anybody found this to be true? Any case studies to report?

Seems to me it has much to do with anchor text. Is that what you're seeking?
