You can outsource programming and web design abroad for about 1/3 - 1/5 of the market rate. IMO this is the highest risk/lowest cost and initially you usually need to use a broker/communicator to manage some of the risks. I havent done this yet but will be giving a try in the new year. If you are interested i can reccomened a WW member as a broker.
You could outsource locally to IT companies, I am doing this at the momemt paying contractor rates for programming without the employment overheads. This is more usually to complete specific areas of a project quicker rather than cheaper, to meet a deadline etc.
You can also find final year students to work on projects or part time from home. This is risky and can drain your time but you might be lucky & find some gems.
Whatever route you will need good project management to communicate requirements and set milestones etc or it will end costing more and taking longer than doing it yourself.

By experince of working with them. Any outsourcing relationship takes time to build confidence, and through dweliverables confidence increases.
When you outsource your project it require full scalability, capability, reliability and high availability with key technical support 24x7x365.
No it doesnt. I wouldnt choose to outsource those areas. I outsource the areas I can get done more effectively than inhouse with available resource - programming and web design.
Day to day support needs to be local and personal, not some call centre over the other side of the world.
