How do I know if I link to a bad neighborhood

We know that linking out to a bad neighborhood is hurts rankings. How do I know if a site is a "bad neighborhood"?

Dark skinned girls offering their bodies for fast enjoyment is one clue,
though that usually becomes via6ra and/or cia1is on the net.

Much like the helpful girls, all benetits evaporate within a week or so.

See if you can fine anyone (at all) who finds merit in your webside.

Maybe I should explain. I have a link on my content site that goes out to a directory (a site I don't own)and wondered if there was a general way of knowing what site search engines are considering bad neighborhoods. I just read about this in the Google guidelines and wanted to be sure I wasn't being effected because of this link.

I think it's generally thought that bad neighborhoods are gambling or porn sites or sites that are clearly link farms. But this is a good question that Google should address in the guidelines more directly.

We link to a very legitimate site (a large European service provider) that recently went PR0. They think it's due to DNS issues.

Although we've maintained our own PR and pages in the index we are getting killed by some filter and I'm wondering if this could be the cause. We link to them on almost every page since their service is totally relevant to our travel themes.

That is EXACTLY why I was asking :) We are also getting filtered. I printed the google webmaster instructions and highlighted everything that I thought may in the slightest bit be cause for concern. I knew I had heard this term before, but couldn't recall what it meant.
