Where is a good place to post a message looking for help in PHP template design for message forums?

I would like to have a website similar to this one but I suck at PHP.

You should post it in hotscripts forum probably you can get some help from there or even you can get it done in reasonable rate through outsourcing if you are getting difficulties for hiring it locally.
