Ideally, we would recommend that they build out a subdomain with targeted information content for each site, but they want to keep the content the same, with the ONLY thing changing being GBP vs dollar, and targeted promos.
Is it better to use the IP delivery, or would you suggest building out 2 separate URLs with potential risk of very similar content

It is the targeted promos that are the difficult thing - how significantly different will these make the pages? If they make the pages significantly different then go for different subdomains if not then stick with the IP delivery.
