After a successful US campaign, I am about to tackle the european scene. But I am confused! Do the UK derivatives (eg excite.co.uk) obtain results from their .com 'parent' or must I submit as well to the .co.uk's?

Brownie, i'd second that, but add, make sure you've got a .co.uk or equivalent domain as there is a lot of filtering going on.
For example - google.co.uk, although it's the main db, it filters .co.uk results. Ink results have been filtered for longest, and AV is entirely separate from .com, although .com domains do appear in the SERPs.

Great! We already have the .co.uk domain. But I guess I will have to set-up a 'mirror' site under that domain? Can I be penalised for this?

Careful with mirror sites - you're walking on glass (bad pun). Try to change the content enough to reflect the UK or International aspect, as appropriate.
Try the search at the top of WmW and look up the many discussions on the virtues of mirror sites. The search capability is a powerful tool. :)
