I'm not familiar with the UK site, but in the US you can drill down to the relevant topic and submit to the editor/guide.

You can on the UK site too - by clicking on the editor 'contact'. Some say suggest a site, others don't mention it.
I've never had luck getting anything into About.com US

Don't just submit at any time - i've found that never works. Here's the trick to geting sites listed - watch the relevant sector closely over a period of time. Notice what the editor covers. The editor will write about a subject and requires links and information when writing about that specific subject. That is the "time to submit." I promise you, it works. :)
