can i get listed on google uk this way

what if i get duplicate sites one hosted in the UK co.uk the Other in the USA .com.Now to avoid Rank penalties by google i will have two different content for each one. so basicly i will have the exact design, photos and product but different writing content and currencies. Is that advisable

Yes I would recommend that you consider the different content to be your highest priority, as if the sites are two similar it is likely that only the oldest site (.com) would be listed and thus you wouldn't achieve the aim of getting into the UK results.

So from what i understand google doesnt penalies on having the exact designs products and photos as long as i have different content Ie discription, articles meta tags and currency. Is that correct.

Search engines tend to penalise identical content, rather than identical design and layout as a general rule.
