Why do the 3 provided not always reflect Google Adwords?

Clients are commenting on this irregularity is there any reason why the top 3 Google Adwords dont always get listed on Ask Jeeves' Google provided listings?

yep,
ads have to achieve CTR of 1% and be hand reviewed before they are passed over to partner sites.

The ads also have to be approved by Google before they are sent out to partner sites. If you make any change to your adwords they will be taken off all the p sites until Google gets around to approving them. They will change instantly on Google though.
