Twitter is experiencing outages today, and it's been a bit mixed. Sometimes people are getting the error messages, and other are getting nothing when trying to tweet. Earlier, twitter's support indicated that the issue was resolved [twitter.com], but in the last couple of hours it seems the issue, or another, is back [twitter.com].
At the moment I cannot even log in.

All those new rules regarding "acceptable content" might be impacting ordinary services.

It was "down" for a time last May. It is not down now though traffic can be high enough to cause slowdowns.
