This sounds a little strange to me. I would have thought twitter held the keys.

Twitter username @N - which had allegedly been stolen - has been returned to its original owner.

Naoki Hiroshima, who had held the Twitter handle since 2007, claimed last month that a hacker had stolen it. Rare Twitter Handle Allegedly Stolen Is Now Returned To Owner [bbc.co.uk]
However, he did not mention how he got back the control of the handle.

Or perhaps the thief had an attack of conscience... ha!

But yes I would have thought the Twitter gods would have been the only ones with the powers to return the name.

It doesn't say that Twitter didn't give him the handle back...I was assuming this was something Twitter investigated and accomplished internally.
