Does Meta Description affect Rankings in 2012 ha Ok 2013?

I know that this may seem odd. But I have seen websites rising to the first page of Google just by placing the keywords in the Meta description tag. I was working on one particular website for one year and the target keyword reached till the 6th page. Its been there for a month without any changes. Yesterday I changed the meta description to include that keyword and voila today it is on the first page. Yes Google has recently started using meta description for News websites for ranking purposes...

Yes meta description is very important for the websites. It is helpful for the search engines and also the search users who are finding your products or services.

Yes but that it is not I am referring to. I doubt whether it affects the rankings these days..
