Is the only way to submit a video sitemap to Google via the Google Webmaster Tools?
I've read you can put it in your robots.txt, will this work if you can't submit it via the GWT?

google will follow sitemaps that are placed in robots.txt. google also likes to content that is well linked from other webpages.

google is capable of doing that with verified domains, i don't think you can do it with unverified domains.
personally i would suggest not doing it. when it comes to search engines it is generally best to keep it as simple as possible.

No, Google Webmaster tool isn't the only solution, believe it or not there is a program, called <snip>, which has 6 types of sitemaps-General sitemap, News, Video, Geo, Mobile and Code Search. So you can easily submit videos. <snip - you can google for alternatives>
