Google Sitemap Generator installs - but I can't configure it!

So I installed the Google Sitemap Generator for Linux - here, there,
and everywhere -

Once it is installed, I see this at the end:

"After you restart Apache, you can go to [<this-server-address>:8181...]
to configure the application."

I restarted Apache - I see the include at the end of my conf file - I
go to the URL - and I see nothing.

Where am I supposed to install this thing? What directory? A readable
web directory (tried it, no luck), somewhere else? In the command line
it says you go to [<this-server-address>:8181...] - but in the
online docs it says you have to be using https - but the docs on using
that are very skimpy...


Any ideas?

It does seem to install fine... I just can't see it to configure it. I
would prefer to configure through the web (browser) as my server is remote.
