have robots meta tags on every page? would having a robots.txt file be used on every page?

For your question if I get you right, robots meta tag for evey page is only necessary if you dont want the bots esp. googlebot to cache it - you specify NOARCHIVE. Other than that robots will spider every page if you provide links to it. With regards for robots.txt, having 1 will do which resides on the same path as your webpages in the server, because the bots will usually make a request to the robots.txt ex : yourdomain.com/robots.txt
