Can anyone provide a little guidance for me?

I am creating a directory which I want password-protected. My ISP provides the password protection in their control panel. However, I also want to create a database from the names that access the directory and create a personal webpage for each person who logs in. Can I do all this in one step - when they sign in with their username and password? Or should I create a link on the index page of the password protected directory and direct the users from there?

I think I need to use both CGI and SQL to accomplish this, but I'm not sure. Does anyone know of a software package which might accomplish what I'm trying to do?
