Automatically Create HREF Links Acrosss Multiple Files

I am looking for a script that would do the following:

1 - In an INI file, you would define a word and a url.

2 - A cgi program would then be run and any mention of the word would then be turned into a live link.

Any number of entries can be added to the INI file.

What I am basically looking for is way to automatically do wiki style linking.

Imagine - I have 100 files that mention the words "Travel Europe" - I would like to replace the first instance of the these words with a live link.

Has anyone heard of such a script?

I'm not good enough with scripts to know of any. But programs like Dreamweaver are pretty good at a multifile search-and-destroy mission like this. Unless the number of files is really huge.
