Creating a URL Redirect using Perl

Hello,

I was looking for help on how to create a url to show up in the status bar differently than the actual link and also how to create a database of links so that you can just query a number instead of a hole link. like this: http ://www.xyz.com/jump.cfm?id=391&arg=B00080APUW

These are the services my host offers but I am not sure what they all do:
php 4 support
mySQL
unix Shell
Crontab Access
Full CGI Access
Canned CGI Scripts
SSI
CVS Repository

Look around in script archives there are plenty of written scripts to do just that.
