Secure Sign up for newsletter CGI script

Having a problem with spam from sign up for newsletter.

I have two problems - we had a script on a joomla page that gave the user a box and submit button on the front page, a user would sign up for newsletter, they were emailed a confirming letter, and after confirmation, the info was sent onto the webmaster.

It worked pretty well in killing the spam.

Now - the former webmaster wants to take him script with him.

Is there something like that available?

Can this be done without generating a bunch of spam?

there are plenty scripts like that. since the whole double opt-in-thingy is required by law in most countries, I doubt there are many script that fail to do it. since you're mentioning joomla, you might want to look at the php-scripts, like phplist.
check your friendly neighborhood search engine for more.
