I am not able to run System function using CGI script

Hi
I am not able to execute system commands in my CGI script.When I viewed the error log it was showing Operation not permitted.

In fact i used the system function for changing the date on server.I used different shell command too and gave that permission to Apache.

Pls help me out.or let me know if other way is there
