"Perl" is a programming ("scripting") language.
"CGI" is a method (Common Gateway Interface) that allows data to be passed from a webpage to a script.
You can write a Perl script that performs CGI functions.
But, no the two are not the same thing.

Yes, you can write routines in perl that act as timers and control or report in milliseconds.

perl can be written in almost any style - usually including some in which you are already comfortable. kinda like a closet full of old shoes and faded jeans...
