I need to it allow folks to:
1. Add suggestions to a list of specific voting choices (but not start their own polls/surveys);
2. Allow them to vote for their own suggestion;
3. Keep them from voting multiple times by either adding a cookie or recording their IP (preferable);
4. Let them see the results either before or after they vote (doesn't matter which).
I'm guessing I'll need something in cgi/perl, 'cause I don't know databases yet. <g>
BTW, I found one at BigNosed Bird, but I'm still looking around 'cause that one doesn't quite do all I need it to do.

For those we use Advanced Poll 2.1 Its on hotscripts.com but you will be able to find it with a web search. Now the documentation is not great (terrible actually), but with a bit of work (not of a technical nature but just playing around with options etc) we have got it to do EVERYTHING you list above!
Ecept for one. People cant add options themselves, but we ask them to add a comment asking for it to be included and then our web people just add the new ones on every week or so. It has a web admin interface.
There is also a support forum, with more questions than answers but if a non-tech person like me can work it out im sure you can. Really we looked and tested many scripts. This is the most flexible and reliable in a "not at all perfect" field, that we can find. There are hundreds available, but Adv Poll 2.1 seems to do a lot that others cant.
It is running nicely and with little drama on our site. (Yep, we have also tried the bignosebird survey scipt and it worked well, but we wanted a poll which could allow people to add comments as well.
I came across a script called "Voting Booth" at CGI-Resources and that does everything I need it to do, except stop folks from stuffing the ballot box.
I thought it did that originally, but now, unless I missed something..... :(

Thanks for the suggestion of a bad-word decoder. I hadn't even considered that. Know where I can find one, or how I could implement something like that?
I'm not really a cgi/perl programmer, but I can mess with a few things a little, like getting results, etc. to display with my site template.

Personally speaking tough the only votes/polls I have seen where users can add votes has ended up in serious spam whether it be bad words or not.
I would recommend not using such a thing and just getting people to vote for certain options but that is just mho.

Guess these folks are going to have to take their chances and do lots of policing.
They're trying to pick a reunion location for folks all over the US. They really want to make it easy for visitors to make suggestions on where to hold the reunion. That's why adding new options is so important. *sigh*
Site Spam Police now being hired..... lol! Oh well.
Everything else is on the web somewhere. Maybe I can find something to suit their needs.
