Help with finding a script

I want to be able to display data at a site from a file. The file will have data entered from form submits. But I want the data to display at certain times throughout the day. Say every 10 minutes. How can such a simple-sounding thing be such a pain in the old kazoo?
I am new to scripts, but have had some programming experience, but that was many moons ago.
Any help will be so appreciated. I have done exhausting searches. Thanks.

Do you have any particular language preference?

Have you looked at hotscripts.com? I wandered through there and it seemed like they had some options but you would probably have to read through the descriptions to find something close to what you are looking for.

What language is your moons ago experience in? There may be something with a smaller learning curve.

Programmed with Modula2. An offshoot of Pascal. Nearly 15 years ago. So I am rusty. Like an old gate.

How about what languages are available to you with your hosting provider?

I haven't chosen a host yet. I figure I will choose a provider based upon however I can work this out.
