Never heard of it. Why not pick up a local SIM in the country you're visiting?
Lots of people buy local sim cards and they work out well too, but the big difference is that you won't know your phone number until you get there, and when you call back to the States using a Vodafone Italy sim card, for example, the rates are quite high...certainly higher than what I've been paying.
