Developing Urdu language program (non-English)

Hi,

I want to develop a small application that will be in Urdu language in addition to English. Can somebody point me in right direction as to how to do that?
Plus I want to know if this is something which is device dependent i.e. it may work on some devices and may not work on some?

Forgot to mention that I am talking about J2ME development.
